Summary
Jeff Reeves has 30 years of broad technical and managerial civil engineering experience, a majority in Jersey City, NJ. Jeff has prepared and presented commercial site plans and major subdivisions to municipal boards featuring local roadway and highway design, right-of-way acquisition plans, storm-water management, roadway interchange design, preparation of utility relocation plans and regulatory permitting, design of major transit facilities, commuter lots, rain storage yards.
As a Director for Dresdner Robin, Jeff performed site design, roadway design, regulatory permit applications, construction inspections and construction management. As Assistant City Engineer for Jersey City he was responsible for managing engineering staff and project managers for city wide projects under construction or in-design, and reviewed all Jersey City Site Plan Submissions.

Journal Square Towers project in Jersey City. A three-phase, 1,840-unit high rise transit-oriented residential development with a large public plaza component.
Crescent Park development in Jersey City. A 20-acre, 2,500 unit, mixed use brownfield redevelopment with complex infrastructure and environmental challenges.
The Cliffs Lofts Conversion, Paterson Plank Road, Jersey City, NJ. Conversion and addition to existing warehouse into 120 residential units with ground floor parking. Designed, managed civil, traffic signal design of Paterson Plank Road and Mountain Road intersection. Incl. widening intersection, new streetscape improvements.
Cast Iron Lofts II, 17th Street, Jersey City, NJ, new 20 story, 232 unit mixed use high rise structure with ground floor retail and multi-level parking garage.
SOHO West, 15th & 16th Streets, Jersey City, NJ, new 20 story, and 13 story, 377 unit mixed use high rise structure with ground floor retail and multi-level parking garage. Includes rooftop terrace with sunken pool, children’s play area and dog run
Emerson Building Complex, 14th, 15th & 16th Streets, Jersey City, NJ, new four phase project with three 26 story mixed use towers, 1,100 residential units, 550 parking spaces, five level parking garage, 66,395 sf of retail space, rooftop pools, amenity spaces. Conversion/restoration of original Continental Can Company factory into 156 lofts with below grade parking and rooftop terrace.
COMMERCIAL PROJECTS
30 Hudson, Colgate Redevelopment Area, Jersey City: Provided site design, plan approval and regulatory support services for 1.8 msf high rise office development with a subsurface parking lot. The project included rebuilding all the local roadways within a two block area.
Plaza 10 Complex, Second Street, Jersey City, NJ – Managed site design, plan approval, regulatory permitting services for 530,000 sf office tower constructed adjacent to Hudson River. Incl. construction of waterfront walkway promenade, pedestrian park area, parking lot. Supervised construction management, site inspection, shop drawing review, responded to RFI’s.
Site Engineering for Toys-R-Us complex, Raritan, NJ; Mansfield Mall, Mansfield, NJ and other major sub-divisions such as Hedgerow Estates, Readington, NJ
MUNICIPAL / GOVERNMENT PROJECTS
Assisted City Engineer in acquiring federal, state grants for city roadway, park projects, prepared applications, project estimates, managed array of city projects and engineering staff, reviewed all site plan documentation.
Designed resurfacing project for 57 Streets in six wards, prepared plans, specs and bid documents.
Reviewed designs, worked with engineering consultants on streetscape projects for a dozen major roadways throughout Jersey City, maintaining city specifications and construction details.
Major improvements of Hudson Bergen Light Rail Transit System, 20.5-mile light rail corridor from Southern Bayonne to Vince Lombardi Park-Ride, incl. civil facilities for rail corridor, roadway improvements, design of park-ride commuter lots, drainage systems. Prepared civil design standards, directive drawings, general civil specifications.
Designed ADA curb ramp enhancement projects to comply with ADA code. Jersey Ave Pedestrian Bridge Replacement project.
Jersey Avenue Park Redevelopment Area Roadways project, eight block area with new storm, water, sanitary sewer infrastructure; raised roadways, separated combined sewer into two systems.
Pulaski Skyway dewatering design for reconstructing 138 piers crossing three municipalities. Designed, managed Berry Lane Park improvements incl. new roadways, utilities, stormwater mgmt.
Designed, managed construction of Greene Street Extension project, new roadway through inner city redevelopment area, incl. new storm-water outfall to Hudson River, relocated extensions to utility infrastructure drainage, sanitary sewer, water & gas mains, electrical duck banks, new traffic signals.
Designed, managed Christopher Columbus Drive / Washington Street intersection improvement project for intersection improvements incl. raising existing intersection to be out of the flood plain; major utility relocations, new drainage system, traffic signal and retaining wall design.
The Junction Streetscape, Jersey City: Designed, managed project to enhance downtown area; incl. major intersection, lighting, landscaping, enhanced plaza with trellis shade structure, benches, tables.
Port Authority Path Stations: Managed civil design of three new entrances to existing Path stations at Grove Street, Jersey City, 9th and Christopher Streets in New York City, involved relocation of major utilities within the stations’ limits.
‘100 Steps’ Replacement, Jersey City; designed replacement outdoor pedestrian stairway along Mountain Road. Managed structural design with American Stairs, deep footings geotechnical design.
Gateway Transit Hub, Jersey City: Designed major Transit Hub Park Ride Lot with 1300 parking spaces, prepared construction drawings for preliminary and final design, contract documents for all civil aspects of facility. Reviewed shop drawings, performed construction inspections.
Exchange Place Transit Hub, Jersey City: Participated in design of major transit hub bus transfer site. Generated all civil construction drawings, provided coordination with all sub-consultants; preliminary through construction including inspections.
Johnston Avenue Reconstruction, Jersey City: Designed plans lowering vertical geometry of existing roadway to provide required vertical clearance under Conrail bridge to accommodate future HBLRTS.
Highway design of Route 18/Garden State Parkway Exit 105 and NJ Turnpike 1990 Roadway widening from Exit 15 to 16.
